found a bug in training to fish. trained to 20 in all three but fishing showed up as only level one when i tried to move it to shortcut bar...petitioned... long wait for that...submitted ask a question bug report exactly as described in the report a bug forum...they didnt even recognize my account and had to create account to submit question...
so after hours of downloading corrupted files... then downloading patch from game start up screen... finding this bug therefore unable to do fishing without penalties...tried to report was told did not have account (yea i do).. i am about to chuck this whole game

From what I saw the skills Fishing always stays at lvl 1.
It's Reel, Pump and Fishing Mastery that you add level to.
jup fishing is just trowing the line in the watter, its the other skills that help with the real fishing actions

Fishing, Max lvl 1, Active Skill - Starts the fishing process
Pump & Reel, Max lvl 26, Active Skills - Attempt to kill the fish
Fishing Expertise, Max lvl 26, PASSIVE Skill - Determines level of fish to bite.
You learned fishing expertise, Pump and Reel on 20 and did not see the three skills, as one of them is on the passive rooster.
And personally, I would check twice and a third time, if it is a bug, or my mistqake, before I'd embarass myself by accusing the game mechanics and whining about the download time.

not a bug. your active fishing skill never goes above 1. check your pasive skills.
