First off, you should try a different title.
ex: "Error message: "a <blank> program is running"
If this is not your intention, which because your posting it most likely is not, then you probally have spyware. You will need to download anti-spyware and scan your box. I suggest using mutliple programs until you can log in (I have 3anti-spyware programs and an anti-virus on the system I surf the web with). And if someone else will anwser the question where you got the spyware :)

These are two of the best free anti-spyware tools available:
Spybot S&D (http://www.spybot.info/en/download/index.html)
Ad-Aware (http://lavasoft.element5.com/software/adaware/)

If you type in msconfig into your run window. You will open your system configuration utility.
Click on the services tab at the top, then check the box at the bottom that says Hide all microsoft services. What is listed?
When done just click cancel.

Hey and thx splatter
I have narrowed down the problem after your advice. It seems that lineage II "sa***uard program" that runs at the start of linage II thinks that my antivirus/firewall program - panda titanium - is a hacking tool. When i turn it off i have no problem accessing linage II.
Now i just have to figure a way out so ttat i can keep my antivirus and firewall up - can you help me there ?

There is a known issue with panda anti virus and there isn't a fix for game guard at the present.
My suggest would be to remove panda anti virus and use the free version of AVG (http://www.grisoft.com/) anti virus.
As for a firewall i would suggest the free version of zone alarm (http://www.zonelabs.com/store/content/home.jsp)
It's that of just shutting down your current anti virus and firewall, It would also be a good idea to contact support about the issues you have with game guard and panda. With someone else having issues, they have one more person to prove they need a fix for gameguard.

Off Topic: This is what I always wanted to know. If Game Guard does direct report to NCSoft and you are banned without second word. Now I am reliefed that this is not the case. It's obvious that Game Gard can't avoid false positives.
