why are the rewards the same for white and black

why are the rewards the same for white and black treasure chests (level 25/26 fishing skill) of all sizes? Is this a bug that was over looked because nobody bothered to test fishing or is there really not suppose to be a difference in the rewards and experiances between a level 73 fisherman and a 76+ one aside from the monster that comes to kill you?

In case you are wondering, for large/small/black/white chests, the reward is either nothing or 6 premium fish oils. In comparison, you usually get 4 premium oils from normal fish.

Fishing rewards IMO are so horrible now. When C4 came out it was worth fishing but now just like many other things it has been overun and destroyed by ____. You fill in the blanks

Oh by the way those rewards are less than what I get from my lvl 12 alt fired fisherman.
