Nowadays, first levels goes very fast, and before level 75 there is no real content besides grinding and grinding.
In LineageII not every town is used for social-bussiness purposes, due to game design. At a given point, you will see more people around.
In regards to luna, every server is different, some are euro, some are for north america (but you will find every kind of ppl in every server). Some servers are populated, some others not. Somer servers have more cheaters, others are more friendly, and so on.
Some people prefers low populated server: empty leveling spots is nice. From my point of view, more population is better at the end, you will need them for end-game content and for a healthy market.
My personal recommendation.
NorthAmerica: Phoenix
Euro: Teon
P.S: Teon have a huge population, well developed server. It means too that there is a lot of people really high level. Hard to compete for long time.

You will start find peoples in gludin, in newbies towns nobody are there :)
you have to look in the right spots. once you get to know people more will come around. This server has plenty of people. Good ones too at that, trust me this server is good to play on. PvP is there too.

i'm confuse. i don't know what a server is or why people are fighting over them. shouldn't we be focusing more on the game

yes, this server is active....full of active bots :) Thats why in the low lvl zones you dont find any real character.
