Help a returning player

Hello:

I've just one question. What server would be best for a returning/new player? Im not going to go back to old chars (main was only 64 anyways) so just gonna give it a fresh start. I dont know what server has the highest population, and what will have anything going once i get to 20-30-40. I'm in the U.S. (mountain).

Phoenix server has a healthy population, but server merges soon so the # will rise a bit. :D
L2RPA is on Aria if you like to RP and there are a few great clans there to chose from. :D

As isabelie said, Phoenix is the NA server with the best population currently.
