My BH is lvl 61 with lvl 21 Fishing skill. *I want to move up to lvl to catch white and black fish but no option from fishing guidesman to do so. *What lvl does my BH have to be in order to reach that fishing skill lvl?

IIRC, the max character level for max fishing skill is 80.

Don`t worry so much.
If i recall correctly, you can start to catch white fishes from level 22-24.

The 3rd Class Transfer for SWS requires you to catch a Big Fat White Fish, which needs Fishing 24, I guess you will be able to upgrade your fishing skills soon, as a SWS 76 can have more than what you have now...

Gained a level and now have fishing skill lvl 22, I have actually caught Big Fat White Fish at that lvl. Catch lots of white fish now but it hasn't tossed me a black one yet. In the meantime...kill kill lvl lvl kill kill :)
