I'm 76 and have a friend that is 62. What would the XP penalty be for him if we group? Will he still get any XP?

it'll be almost murder to sit and wait.
You'll want to try as hard as you can to get to at least 67/68 before you party up.. the MASSIVE xp penalty incurred outside of the 8 level range is just terrible.
If your friend gets say 30,000xp per kill, you'll be lucky to see 1000xp last time i tried to do it with my 64 sub and 76 friend down in FoG

it's the 10th level difference that you get a penalty.... 9 levels and below is fine
if youre 76, your friend should be 67 at the very minimum

Well, all I really want to do is help him catch up to me, so I don't really care if I get any XP. How will it be for him though?

That's exactly the point.
This works like this: If some one in the party is 9 levels or less from the most high level player of the party that does damage to the mob, this player will receive the same XP as the higher one (100% of the mob).
If any player is between 10 and 14 (both included) from the most high level player of the party that does damage to the mob, the lower one receive 30% of the XP of the mob.
If the difference is higher than 14 levels, the lower one won't have any XP.
Of course, there are many numbers that I excluded from the math, just to make it simple for you to see only the rules that are applied to your question. If you want to know about Vit or Party bonus, they are another story and they don't affect this mechanic that I explained.

He will never really catch up at a decent pace with your main.
You dont have an alt to help him with?
Or oop buffs for him?

the only way for him to catch up is if you pull out a sin eater... and then go crazy.
Otherwise you'll forever continue to be ahead of him.. and likely by the time he hits 76.. you'd be closer to 79 or even 80.

Lets asume that every mob you kill gives you 100k exp if you kill it alone!
Now if you duo with a char the exp boost is 10% so the total exp is 110.000exp
Because of the penalty he will take only 30% of what he was supposed to take so the exp you low lvl friend will take is 64/(76+64)*110.000*0.3=15.086 while you will take 59700.
With this way your friend will exp slower than if he would kill by his own. Apply the math on the exp of the mobs you kill and calculate yourself.
