Siegel Skill - Noble Sacrifice

How can i activate Noble Sacrifice Skill in PVP ? I dont need to be in agro ? If i flag and i am in battle this skill is not working .

Like Shunsui said, you cast it on one of your party members.
I've never got any trouble using it in both pvp and pve, flag or not.

I am a tank. You cast it on a party member within 400 range of you. Doesn't matter if you're flagged or not.
