Although you get a slight boost to CDR cast speed is indeed capped and with buffs it's easy to reach. You know what isn't capped? M atk. I went for full in 3 Legendary +5 Int +1 wit +25 Water Dyes (the water being a passive skill that incr resistance, not a actual stat buff... which sucks because it only gives +25 and not +75 for the 3).

Others might say 2 int 1 wit/1 con but those players don't know the roll of the Feoh. It isn't about compensating weaknesses or balancing stat boosts... you are a glass canon and you need to go for the gusto~
