Yes it is... as long as neither real money nor botting is involved.

For example, you can join a powerleveling party, sit there afk leeching xp and not doing anything bad yourself, but then it appears the group is botting, and you get banned just for being in it.

Also, powerleveling often implies sharing account info, which leads to "hacking" and item stealing afterwards.

If you paid another player in game adena for an hour or whatever and they pull you around swamplands for example then nope it's totally fine. However if you give another player adena and they don't follow through you are out the adena and support will do nothing about it.

If you buy a power leveling service from a website with real money then that IS illegal. You could be banned for botting or compromise your account by sharing your passwords.
