Organizing Spell Screen

Would it be possible to allow the screen showing all of our spells/skills to be reorganized at will like the hot bars are? This way we could organize the spell order as we wish.

I use many different spells so I usually play with the spell/skill listing open, but now I have to scroll up and down to reach some of them.

Why not just use the 3 shortcut bars? That gives you total of 36 skills, do you realy use more skills+items then that at once?
