while it is a worthy accomplishment to obtain a pendant to make this headwear, it is still just accuracy.

I'm not sure if this does not help you. As you should know, now mages have magic acuracy (and magic evasion). Try to level up in a light red mobs spot and you will see the difference that 5 accuracy makes.
I don't know if this circlet affects m. accuracy, but it would be stupid to dont affect.
