Where to sign for fortress Attack

Here is my issue i am confused where to sign on none owned fortresses
I was unable to find suspicious merchant and i did walk all around.

For fortresses that are already owned i did not had problems to find suspicious merchant.

So my questions is how and where i sign to attack none owned fortresses
and is there some info when that fortresses are siege able

suspicious merchant but he only appears a specific time after the fortress was last sieged so if you don't find him means the fortress was recently sieged

and all fortresses are siegeable

Each suspicious merchant walks a specific path around it's fortress. After you've been playing this game for way too long, you get so you know all their routes.

Which does not mean you can always find one. They disappear after someone signs up -- not instantly but in ten minutes or so -- and don't reappear until a couple hours after the siege.

BTW, if you sign for a fort siege and the merchant doesn't take 250k from you, that means someone else has also signed up.
